Cobalt should not send random enquiries to random cleaners. The model should focus on suitability: right service, right area, right timing and right business fit.

Controlled multi-quote routing
At launch, the safest model is a controlled 1–3 cleaner sendout. That avoids the spammy feel of an open marketplace while still giving customers a realistic path to a response.
Premium/exclusive leads can be added later as a higher-value plan feature.
Manual qualification is acceptable at the start
Do not wait for perfect automation. Early manual review is better than poor matching. Bad lead quality damages trust faster than limited manual work does.
